More pertaining to your problem the other wife I did have a couple mods that showed on modhub as downloaded but didn't show on the menu when starting a game to enable said mods.
I was restarting ps4 when this happened but realized after a couple weeks I can just disconnect then reconnect the connection (on wifi) and it goes away for a while. Can't check communities, messages, store, whats new, nothing loads. Thought it was from the wife unplugging the ps4 when it was on (by accident). My ps4 has been doing this since getting internet a month ago.
